Since December 2013, BC strata corporations have been required to obtain a depreciation report (also known as a reserve fund study) every three years, unless the owners vote to waive this requirement. But actual condition may vary significantly from age-based estimates due to water quality, installation quality, and maintenance history. Pressure testing of representative plumbing circuits, coupled with video inspection of common drain and sewer lines, provides objective condition data that supports more accurate reserve fund projections.

A comprehensive leak survey for depreciation report purposes typically includes: infrared roof scan to document membrane and insulation condition, thermal imaging spot checks of the building envelope on multiple elevations, moisture meter baseline readings in common area basement and parkade walls, video pipe inspection of main drain and sewer lines if accessible, and pressure testing of representative domestic water risers. The resulting data is compiled into a condition report that plugs directly into the depreciation report's component inventory and condition assessment.

Investing in professional leak surveys as part of the depreciation report process is cost-effective. A typical building-wide moisture assessment costs a fraction of the total depreciation report fee but provides critical data that can identify emerging issues before they become emergency repairs. For strata councils, having objective moisture data supports defensible reserve fund planning and helps justify special levies when needed. For owners, it provides confidence that the depreciation report accurately reflects the building's true condition and that reserve funds are being allocated appropriately.
